In our lifetimes, the tension between federal and state government has been treated like the only intergovernmental balance that matters. If local government is mentioned at all, it’s in the compound word “state-and-local.”

But today, cities are increasingly the venues for problem-solving on issues from public health to race relations — and the most important dynamic affecting them is the power balance between cities and states.

The deeper Washington’s paralysis is, the more important it will be to understand the power of the local level — and protect the autonomy of cities, where problems are being addressed most innovatively.
