A responsible repeal and replacement of Obamacare must balance cost and coverage. Cutting coverage won’t save money, since uninsured people will return to emergency rooms for care — and walk away from unpaid bills.

Instead of phasing out expanded Medicaid coverage, for example, Congress could look to Ohio’s example. When I took office, Medicaid was growing 9% annually. After aggressive reforms, our budget holds Medicaid spending growth to less than 3%. We’re providing 700,000 low-income residents with stable coverage through Medicaid, including 500,000 residents with behavioral health needs who previously relied on county-funded services or went untreated.
