Congress should eliminate EPA programs that are wasteful, duplicative or simply not the role of the federal government.

Reducing the EPA’s budget reach doesn’t require sacrificing clean air and water for economic growth. America can achieve greater prosperity and levels of environmental protection by aligning market incentives and empowering states.

Private ownership of natural resources incentivizes proper stewardship. A sound rule of law stops polluters from violating the rights of others. Compared to federal regulators, state environmental officials have more specialized knowledge of environmental problems — and those impacted — within their jurisdiction. This makes state regulators more capable of providing guidance.
