Given the failure of Obamacare repeal, it’s hard to see the GOP agenda making progress. Despite the focus on tax reform, Republicans would be lucky to get a bill out of committee this fall.
Other than that, with the Russia investigation looming over everything, Congress will be lucky to keep the government open and avoid defaulting on the national debt. Already, the Freedom Caucus is balking at tying those two together without attaching other conservative priorities. President Trump may see getting rid of the filibuster as a silver bullet, but his bigger problem has always been getting enough GOP support.
