The federal budgeting process is clearly broken.
The norm has become governing by continuing resolution and facing constant threats of government shutdowns – precisely why the 2018 Bipartisan Budget Act established a panel tasked with improving the federal budget and appropriations process. A bicameral and truly bipartisan effort, this joint select committee holds potential for making significant and necessary reform.
I was honored that Speaker Paul Ryan appointed me to this important panel, and as conversations begin in the days ahead, I am optimistic that we can repair the budget process and make our government function better for generations to come.
